If you are a Teacher or an Assistant Language Teacher.
Invitation is to be sent to Foreign Language Department (English department) of each school from Zen-Ei-Ren about June every year. All you have to do is to read the document and apply.
It costs 6000 yen for each participant.

If you are a Student and studying in the teacher-training course.
Let's ask your teacher in charge of the teacher-training course. Most teachers know Zen-Ei-Ren.
It costs 2000 yen for each student to participate.

Service
As Zen-Ei-Ren Study Meeting is officially approved and sponsored by MEXT:Ministry of Education, Culture, Sports, Science and Technology. I think that the participation should be treated as the business trip. However it is necessary to confirm the rules and regulations of the business trip of each City or Prefecture you are working at. They are sometimes different in each Prefecture.
